Federal and state authorities allege that Ntchana and IPS:
- Billed for services not rendered, including when Ntchana was out of the office or out of the country
- Submitted claims for deceased or hospitalized patients
- Used unlicensed individuals to provide care
- Created false or missing medical records
- Upcoded and duplicated claims, including billing for psychotherapy not performed, thereby generating Medicare fraud actors involved in false allegations.

- Payment: $614,427.51 plus interest
- Suspension: Ntchana and IPS are barred from participating in Connecticut Medicaid and DSS programs for two years
- Reinstatement Ban: They may not reapply for any state-funded programs thereafter
